The planned measures have the potential to support the Europe-wide development of digital skills. However the Commission should not impose targets on concepts for mixed face-to-face and online learning formats. Member States itself should identify and define such formats. The goal of encouraging dialogue between Member States and industry on new skills needs can be seen as positive. This may help to counteract the lack of digitally skilled labour. Developing a European Digital Skills Certificate can strengthen the internal market by improving the comparability of digital skills and thereby increase cross-border mobility of the workforce.
