“Implementing acts” serve the purpose of implementing legislative EU acts. The implementation of legally binding EU acts subject to national law is principally a task of the Member States. If an implementation is required throughout the EU, the basic act provides for a conferment of powers upon the Commission. The Regulation Proposal is laying down the rules for control by Member States of the Commission’s exercise of implementing powers.

The Commission wants to facilitate the establishment of a new form of company known as "Societas Unius Personae (SUP)". A SUP is a private limited liability company with one share owned by a single shareholder. The Directive obliges Member States to introduce the SUP into their legal systems.

The European small claims procedure will be made more attractive for consumers and small businesses.

The Commission aims to eliminate “health inequalities“ between Member States, different population groups and between men and women. To this end, it plans to have the data base on health inequalities in the EU extended, to promote the exchange of best practices and to fund these actions through the framework of cohesion policy.

The Commission wishes to delegate key tasks of banking supervision from national banking au-thorities to the European Central Bank (ECB). The tasks of the European Banking Authority (EBA) and the voting rules in its supervisory council must be adjusted accordingly.

The Commission indicates that it is generally satisfied with the application of the Regulation on advanced therapy medicinal products (ATMP Regulation) but considers that it could be improved by extending the certification procedure to include universities and other non-commercial institutions. In addition, it calls for restriction of the hospital exemption, which allows ATMPs to be used without a marketing authorisation in domestic hospitals.
