The Commission intends to promote the use of public private partnerships in order to mobilise private funds for public investment projects. To this end, it wishes to remove obstacles to the implementation of PPPs in Member States and the EU and to support PPPs through EU funding.

Status

The removal of barriers to the setting-up of PPPs is to be welcomed. The increase in EU funding for PPPs, as announced by the Commission, however, is not appropriate, since the promotion of investment projects should not depend on the type of contract design. PPPs are not suited as a policy instrument to impact economic growth since their conception and implementation periods are too long.
