Climate and Energy Policy Targets for 2030 (Communication)

The Commission's decision to hold back from proposing an energy-efficiency target is appropriate as the Member States still have time until June 2014 to implement the Energy Efficiency Directive; only after that will it be possible to gain an insight into the effectiveness of the instrument. The consultation process between the Commission and the Member States, provided for under the new "governance structure", may lead to continual uncertainty about the policy framework conditions.
