"For the Global Gateway to become a successful model, it must be developed into a driver of sustainable economic growth for the partner countries," says cep economist André Wolf from Berlin, who wrote the study with Eleonora Poli from Rome. According to the cep experts, funds must be channelled into infrastructure measures that are crucial for the introduction of strategic zero-emission technologies and the structural modernisation of the partner countries, such as pipelines for green hydrogen.
Plans include undersea links between the EU and Latin America, modernisation of ports and new internet connections. "The investment programmes must be integrated into an overarching EU resilience strategy that includes deepening regulatory cooperation with partners, a joint roadmap for reducing regulatory barriers to trade and cooperation in strengthening local institutions," says Eleonora Poli.
To contain China's global influence, the EU must offer economic partnership on an equal footing. This requires a willingness to share technological knowledge and to offer partner countries the prospect of improving their position in global value chains.
