The European Commission proposes mandatory legal requirements for high-risk artificial intelligence (AI) applications, which must be followed by AI developers and users across the EU. A cepPolicyBrief evaluates the approach of the Commission's White Paper.

Status

The Commission's approach avoids negative effects of strict regulation by limiting mandatory legal requirements to high-risk AI applications. For low-risk AI applications voluntary requirements apply. However, the definition of "high-risk" is not precise enough to provide legal certainty. It must be clarified when the risks involved with the use of an AI application are to be considered "significant".
