Commission President Ursula von der Leyen has presented guidelines for her second term of office 2024-2029. She wants to strengthen Europe's competitiveness and promote sustainable innovation. The Centre for European Policy (cep) advises more concrete measures through prioritisation and smart regulation.

"The cep recommends prioritising the goals set out in the guidelines more clearly. The aim is to make rapid and concrete progress. This is the only way to create more economic dynamism again. Otherwise, Europe will not be able to meet the global challenges," says cep Executive Board Henning Vöpel. The measures recommended by cep relate primarily to the elimination of existing legal uncertainties, the reduction of bureaucratic hurdles for companies and the increase in the scope for innovation.

One of the main demands is the further development of the digital single market with the aim of strengthening Europe's innovative strength and competitiveness. In addition, the EU should once again focus more on trade agreements in order to increase security of supply and open up new sales markets.

The cep proposals are intended to help von der Leyen draft the so-called mission letters to the new Commissioners, which will be sent out in autumn. These letters provide an outlook on the future areas of responsibility and priorities of the Commissioners to be selected. "With the cep's catalogue of measures, the Commission can concretely achieve its goal of strengthening the Single Market as the EU's greatest asset in order to meet the geo-economic challenges and survive in global competition," says cep economist Matthias Kullas, who developed the measures together with economists and lawyers from cep. "At a conceptual level, the aim is to develop a regulatory approach that is simple, understandable and transformative. Transformation-related conflicts of objectives must be resolved in a smarter way than before. The very detailed and bureaucratic regulation suppresses dynamism and innovation," says Vöpel.
