Mobile Termination Rates (Recommendation)

The Regulation of mobile termination rates has become the arena of a power struggle between the EU-Commission and some Member States. The Commission insists that national regulators should apply the “pure-LRIC”-costing model.

The Commission offers no convincing arguments for its pure-LRIC model, neither on an economic nor on a legal basis. Pure-LRIC is not sustainable, is arbitrary and opens the door for political influence-taking. The Commission attempts to bypass its lack of veto-power for national remedies.
