Assessing the burdens inflicted upon SME could help prevent a disproportionate amount of burdens. Improving law enforcement, also by means of infringement proceedings, reduces legal uncertainty. In view of inefficient administrative structures in several Member States and tight public budgets it is questionable whether new EU rules on market surveillance and exchange of information between the Member States’ authorities would improve product safety substantially. Promoting “sustainable consumption behaviour“ is an indication that the Commission has given up on the concept of the responsible consumer.
