The EU Commission wants to achieve the goal of climate neutrality of the EU by 2050, e.g., through a comprehensive hydrogen strategy. The aim is to promote hydrogen produced without CO2 and with low CO2 emissions. A cepPolicyBrief examines the Commission's communication on the Hydrogen strategy.

Status

For the creation of a market for CO2-free and low-CO2 produced hydrogen it is crucial that hydrogen is certified uniformly throughout the EU on the basis of its life cycle CO2 emissions.

The goal of climate neutrality by 2050 can be achieved most effectively and efficiently through emissions trading. Subsidies, however,  harbour the risk that – instead of economic competition – a competition for funds will develop resulting in permanent subsidies. There are better alternatives.
