EU Hydrogen Strategy (cepPolicyBrief)

For the creation of a market for CO₂-free and low-CO₂ produced hydrogen it is crucial that hydrogen is certified uniformly throughout the EU on the basis of its life cycle CO₂ emissions.

The goal of climate neutrality by 2050 can be achieved most effectively and efficiently through emissions trading. Subsidies, however,  harbour the risk that – instead of economic competition – a competition for funds will develop resulting in permanent subsidies. There are better alternatives.
