The EU Commission wants to promote the uptake of zero-emission and low-emission cars, lorries and buses by way of strict rules on public procurement. For this the Directive on the promotion of clean and energy-efficient road transport vehicles is to be amended.

Status

In cep’s view, the Commission’s proposal misuses public procurement as a way of activating the mass production of “clean vehicles”. This is contrary to the principle of efficient use of public funds. There is also a danger that the cost increase arising from the use of expensive zero-emission or biomethane-powered public buses will make passengers go back to using their own cars. This would be counter-productive.
