Carbon Capture and Storage (CCS) (Communication)

The European Commission argues in favour of targeted support for CCS and puts various options up for discussion: subsidies for CCS investors, CO2 emission performance standards or a mandatory CCS certificate system for carbon emitters such as power stations and industrial plants.

cepPolicyBrief

Status

The EU should not bring in any targeted support measures for CCS. Firstly, this will distort competition for the most efficient abatement technologies in the European Emission Trading System (EU ETS). Secondly, the proportion of efficient abatement options identified by the EU ETS falls further with each additional accompanying support measure, thus increasing the cost of achieving the overall CO2 target.
